Having spelled out the purpose of the Magisterium, the principle that follows immediately is:
The Magisterium has everything required to accomplish its purpose.
So, for example, it is impossible that the Magisterium should be invisible and impossible to locate for an indefinite period of time. Similarly, it is impossible that the Magisterium should teach the truth officially over the course of a century but in every other way insinuate error and lead men to perdition. These will be spelled out as separate principles later, but for now they are given as examples.
